Agile Government: Trends in Government Transformation

1. The Art of Governance
Technology investment and management decisions are receiving intense scrutiny as governments are asked to balance several competing agendas - building citizens’ trust and providing relevant oversight. while at the same time asked to better justify, select, and implement technology that can improve the effectiveness, efficiency, and quality of IT service delivery. Accountability for demonstrating value, compliance, and efficiency is paramount.

The Retreat will address governments' need to appropriately measure IT value to mission, operational effectiveness, and desired outcomes for tax payers. Governments globally are gradually improving their ability respond to spending accountability mandates, as well as maintaining a business view of the technology infrastructure. The business needs of governments are forcing widespread consolidation, integration, and interoperability of IT systems and infrastructure. Vendors must increase their understanding of government interoperability as it evolves, as well as increase their expertise in the appropriate technologies, services, and partnering strategies that will help governments achieve transparency.

2. Citizen Centric Performance
Driven by citizen security, public safety, and emergency response, the private sector will increasingly rely on government to assure security and continuity through improved communications and coordination across governments. Government constituents, including citizens, businesses, and government partners, will continue to pressure governments to improve service delivery. Each technology opportunity/program must be defined, justified, managed, and measured within the context of citizen-centric, value creation.

What are the performance metrics that governments use to measure citizen satisfaction with government service? To what extent have taxpayers received a return on their investment? What are useful gauges in determining citizen satisfaction with secure delivery of key services, especially those delivered over the Internet? How does information sharing and interoperability drive improved government service delivery?

3. Agile Government: Trends in Government Transformation
In an uncertain economic and political climate coupled with rapid technological change, "agility" has become a buzzword in the business domain. "Agility" refers to adapting quickly to changing business conditions and taking advantage of dynamically emerging opportunities.

The public sector is not immune to these trends and imperatives. A rapidly changing global environment and citizens with growing expectations are placing heavier demands on the public sector to be more agile. However, risk and compliance concerns such as national security or information privacy, are requiring more government regulation, which further constrains the public sector's flexibility.

In this context, "agile government" is an increasingly relevant strategic imperative but also poses a significant challenge. Agility allows government agencies to not just respond to emerging trends, but also to anticipate them and to act as change agents. Conceptually, this makes for a more responsive public service, greater administrative efficiency, and a more satisfied political constituency, provided challenges along the way, including changes to the very nature of bureaucracy, are addressed.

 
_Event Overview
 

The IDC Government Insights Executive Retreat is organised as a high-level peer discussion for CIO’s within both central and regional government organisations. This Retreat is designed to address that need, and also to disseminate evolving regional and global best practices relevant to Asia Pacific government organisations.

A number of technology initiatives are particularly important to Asia/Pacific government organisations. These include best practices, getting central government departmental CIOs to consider the benefits of shared services/cloud and managing on a reduced budget yet with higher expectations. During the Retreat, relevant results from the Executive End-User Provider Survey will also be shared as part of sharing global best practices. Other case studies from Asia Pacific, North American and European will be shared. These case studies endorse our belief that although most of the issues that the government organisations face are common, their corresponding solutions vary.
